No CAMeLOTs growing?

Just began playing again about a month ago, had downloaded CAM then and am excited about it. Read the readme before but maybe i just don't get it. Demands and all are fine, enabled bicycling and figure it's working because there seems to be alot of ped traffic. The problem is can't build the cam counter because 0 lots have come :(. I hope I'm missing something obvious, and all help is appreciated. Thank you for your time and contributions.

Well ... CAMeLOTS will not grow until you reach certain points of the regions development. Such as a regional commercial job capacity of CS$50851, CS$$67750, and CS$$$84688 is required before you have even a 1% chance that a stage 10 commercial will grow. Simply having high bar graphs is not enough.

Also keep in mind that demand is regional. Things you do in one city affect others. Including demand for tall buildings. It is unlikely that you'll get quick growth of CAMeLOTS if you're talking about the first city of a region.   

Generally, the first CAMeLOTS to grow are the industrials. Do you have any of the industrial CAMeLOTS in your plugins? This is what usually triggers the CAMeLOT counter reward for me. Hope this helps. Happy counting!
