Cannot find files: [Problem Fixed]

So, I have followed a tutorial on how to make a custom lot by making a custom BAT, placing that BAT in the correct menu using the PIM. I edited an existing park pz 1x1, changed the tiles to a 1x3 added some base and overlaying textures and a few props. I save as with my custom tags Norian Test, tl 1, etc, so that I do over-right the original file. So far so good, but here is where my problem comes into play.

1) The custom lots are in the plugin folder with all the plugins I have ever downloaded.
2) After saving, I cannot find my lot by utilizing the open button within the LE.  I search by entering my custom tags and my manually looking as well, it is not there.
3) My custom lots are not showing up in game.  I have checked the correct menus and such and it is not there.

I am currently uninstalling the LE since I played around with it a few years ago and will attempt to try in again. I will post back here if this works or not, but for the time being, does anyone have any ideas as to what might be the problem. 

I have searched the forum here and it seems that people are having problems with editing massive numbers of lots and cannot find a few or texture problems not showing up or the lot shows up in one place or the other.  Sorry if this is a repost but I was unable to find a situation in the forum that was similar to mine.

UPDATE: Problem fixed.

It seems that a reinstall of both the SC4 patch and LE did the trick. Perhaps it was just one, but I did both. Thanks to anyone who may have been attempting to assist with the issue.
