Let me see if I understand. You click to start SimCity. The region screen appears and you select a city. The city opens. You can build on it OK, make roads, zone residential, run the game for a year. But the game CTD's when you decide to do some terraforming. Which tool, mayor mode? God mode?

OK some questions - How was the region created? By you or downloaded? 

I think I would remove everything (EVERYTHING) from your plugins. Both the program\Maxis\SimCity\Plugins ... and \My Documents\SimCity 4\Plugins and try again. CTD Yes? No? Dump the region if yes. No you say? Start putting things back in and see what folder causes the CTD. Then work through the sub folders once the main folder is determined to cause the crash. When did this start? Recently? Narrow your search to those files, mods, folders first.

first of all - try to change rendering mode to software
(in options on region screen)

if this doesn't help, run simcity4.exe with -CPUcount:1 command line option
if even this doesn't help, investigate plugins (see Jim's post)

if these 3 don't help - you are experiencing new unknown issue
