Sims not using highway with NAM on ultra

Hi all,

I am using the NAM on the 'Ultra' settings (so the max commute time is 600 minutes), but I am still not having Sims using my highway. The first of the below is my main residential area, and the other is the commercial (on the island) and the industrial/poor residential. Sims from the main residential do not travel at all using the main highway :( do I need another mod?

Well, I hate to say it, but all those roads you got out down there, they don't feel the need to take the highway out. If they were not able to use those neighbor connections down there, then they would have no choice, but to take the highway out.
