Problem With regional Residential And commercial development with cam.

(First Sorry for my English not good at grammar) Hi I have been using cam for about a year and a forth now , and I love it awesome mod I have made countless Cam Lots with the X tool loool any ways lets get to the point. I have notice that the Population of commercial and residential for the most part is city counted Not Regional unless I have a super monstrous region made. But even then when I have a region of 2,400,000 Sims+ I still get no stage 15 from start up even when I have neighbor connections to my huge cities. and its strange here is some proof As you can see i should be able to have stage 15 residential buildings of all type and stage 15 commerce as well except for Co$$$ and CS$$$ but the only cam i have is industrial whice by the way dose not have this problem it develops like it should . but still why am I not getting my high rise buildings yes I have zoned high density residential and commercial  but i can only get stage 6 residential and stage 8 commercial unless i work my way up -__- as seen here And here are my buildings no stage 9 res or commercial in sight        So with rush hour I never ever had this problem is this a bug with cam or am i doing something wrong? also yes i have parks and a fire station to relive the caps i also have the XXtubor mod and merged the XX tube mod the Cam and sim city 1 dat together i made sure to put ZZZZ in front of cam and ZZZZZ in front of xx tube so it would work so whats the fix or could be the problem thanks.
