I was never able to get the railways to work. Somehow every time I am doing something wrong. Can someone please point out my error.

Now that`s what i would call a very weird construction $%Grinno$%
Maybe they need to be connected with roads.Try using the cheap street and connect one end with the other. To look if this is the reason why the rails won`t work make the route via street a bit longer so the commuting takes more times.
Include a few curves and twists into the road and then try the rails again.
If there isn`t water between two points, they still need to be connected with roads. Then the Sims will chose which wone takes longer,20 tiles with only a narrow sideroad and maybe a toll booth or 20 tiles with fast subway or rail...
Maybe it also can be that i wrote totally nonsense...Maybe someone more enlighted can help here,i was just writing down my thoughts.

From a mere visual inspection, I can't figure out why this setting shouldn't work. I've already made several experiments with similar settings (letting Sims drive to work exclusively via railway), and it did always work. I'm, however, having 3 ideas why this doesn't work:

1. You need to let the game run for at least until next in-game month. It takes your Sims about this time to use traffic routes (as far as I know).
2. Have you recently changed something there, for instance, replacing the stations or changing the railway route? If yes, this does often cause the usage of the railway to be displayed as zero, although the Sims are actually using it. Try saving your city, then exit, return to your city, and let the game run for a month.
3. There might be an error with the station itself. You could replace it by a different station and then check. If your Sims will use a different station, there could be something wrong with the station you're using on this screenshot.

this looks like your set up. Those are MatB stations?

Try uninstalling your catenary mod. I seem to remember having trouble with one of them, but I can't remember what mod or what trouble.

The best approach to trouble shooting this kind of problem is to start with what you know works.
You added industry which is good. Are you using IRM?
Run a road over there and make sure the Sims actually want to commute, they probably will not commute to the CS, but they should commute to the industrial.
run a rail line over and use Maxis train stations and see it that works.
try to get commuters with the ElRail, subway, or HSRP.
You need to verify the game itself is not bugged before you move to other things.

Once you establish they actually want to commute, then narrow down the issue by adding what you know works, which is Maxis stuff, then mods.

It's a bit of a surprising fact to learn that most of the stations you'll ever find are actually poorly modded; they probably have a lower capacity than what the networks they serve should or have a higher TSEC than they should, both of which reduce their ability to handle traffic (and the cause of a very notorious bug with the default Monorail station that made it accept very little traffic). Even then, it wouldn't stop a station from not working at all.

Try this: switch out the station for the default train station; that one's been modified by the NAM to work, period; this is to see if the station itself is at fault. If even that doesn't work, then something's up with your Traffic Simulator.

One more thing railways will only work properly if they have a connection to a neighbouring city, it doesn't have to be railway line at the connection point it can be a subway line, or elevated rail as long as it joins up at some point with the railway line itself

I meant," said Ipslore bitterly, "what is there in this world that truly makes living worthwhile?" DEATH thought about it. "CATS," he said eventually, "CATS ARE NICE.
