No High Wealth Commercial Office Demand

Hello, I'm having trouble developing demand for CO$$$ in my large city. I have over 45,000 CO$$ jobs, but CO$$$ demand is rock bottom with no jobs for it. My EQ is high, I have plenty of parks and plazas, and I already have the Convention Center AND Stock Exchange. Any ideas on how to raise demand for CO$$$? I'm at wits end

How large is your city? My experience is that CO demand won't really take off until you have at least 100,000 residents, and for CO$$$, you should have lots of R$$$ residents as well, naturally. Try adjusting the taxes a bit, I often end up with dropping the CO taxes from the initial 9% to some 6-7% or so in order to make the $$$ corporations happy (it's like in RL where huge companies evade taxes and pile up the money in foreign countries...).
