Need input on new city and plan

Hello people! I'm pretty new to SimCity, I've been playing since around May of this year, but I got into plugins and mods around July. Anyways, I am about to start on a new city, and my first outside of a Maxis region. I also have a few concerns:

• How should I start with the city?
• Any suggestions on names? Its planned as a American style city with Japanese culture, so far I might use "New Shibuya"
• At what time/population should I put in a subway?
• What are some tips for transit? This always goes wrong in my cities
