Ok, I also have a question about the RTM.
I have the 'BSC_RegionalCounter' in a subfolder in my Plugins folder and I have both 'popfile.dat' and 'BSCfields.dat' in my Apps folder, but still the mod doesn't work. I don't have Vista, just XP.
Do I need anything to get this to work?

I think you need to take the 'BSC_RegionalCounter'  out of a sub folder and place in the root of plugins. Try that first.

No, didn't work!
I even tried it without the Newsticker Mod and in the My Document Plugin folder! Still doesn't work :(
