That would probaley be a custom lot.  It's not likely that there are actually functional, but then again they may be. Could you tell us what site and thread it was on, or better post the picture?

Tarkus is working on the Network Widening Mod, which will allow wider networks for road, avenue, and, of course, one-way roads.
