Simcity BAT update

I have been looking for the Simcity 4 update that allows custom content to also have lights on at night and heard you could find the file on this website, but have encountered difficulty finding it...help please.

I'm pretty sure I downloaded it correctly...Accepted the User Agreement, downloaded the update for my region, opened it up and downloaded it and it said it had downloaded successfully, but the lights still wont work at night. I deleted all of my custom content and even went as far as uninstalling/reinstall the program and then reinstall the update, but no luck. Any ideas?

I think that's your problem the night-lighting update doesn't have different versions according to your region, but the game update does, you need to be on this page

and select the "Sim City 4 Buildings Update" 14.4 MB in size if you want night-lighting
