Can someone please tell me how to get there? I want to make a few buildings for my city and maybe for the STEX.

A little search would have revealed a lot, the Simtropolis Omnibus is probably the best place to start looking.
The parts your looking for will be under "BAT/Lot Editor Tutorials", if you want to mod the resulting building there are a few good grounds up tutorials for that too, both here at SC4 Devotion and at Simtropolis. If I remember correctly Phillippbo made a great starters tutorial called BAT Essentials, that's the one I used to start learning how to model 3D.
