What shall I do when my city doesn't increase in population.Surprisingly when I create some residential zones they immediately start overbuilding but in fact the number of inhabitants stays unchanged. &sly

Hi and welcome to SC4 Devotion! I'm happy to see I'm not the only Bulgarian here :)
Maybe you should wait a few game months so the game will update the stats of your city.
