Some years ago, there was a program which let users modify the SimCity 4 file where parameters like school radius and commute speed were found.  It listed a great number of these parameters and let the user change them.  Would anybody know where such a program can be found?

Well, I think you might be referring to Ilive's Reader, which can be found on the LEX.
