not understanding the cam demand

this city is to the south and its industrial with some res and the im and i ht demand is at nothing
and this city is to the north with every zone and the id demand is very high yet the city in the south has none. there are connections with different modes of transit, why is the im and iht city not growing to help the demand in the city in the north? thank you

I-D demand is very low in both of your cities... and that would indicate that your sims are too well educated.
For a more thorough analysis, screen shots of the Census Repository's query in these cities would help.
