Why when I activate the grid(pressing G) I only see the grid around my mouse and only when building?
I have seen in tutorials( http://sc4devotion.com/forums/index.php?topic=2165.0 ) that people can see it in terraforming mod, which is helpful.
please help.

The first time you open any new city, the grid is on by default.  (If you open a saved city, the grid will be on or off depending on what the setting was at the time you last saved and closed the city)  Seeing the grid only around your mouse point generally happens when you turn the grid off by pressing G.  It sounds like you may have actually turned the grid off... just press G again and it should turn back on.

oh... that was it.
and there was another problem, the terrain I made in this part of the region in the terraformer was 252 meters high, and this is too low to show the grid(probably), once I raised the terrain I could see it. tyvm :P

Yes indeed,

When the level is lower than, I think, about 260 m, you never see the grid. This is annoying when you want to make large seaport areas like I do....

what's the yellow grid-ish thing you see when you press and hold 'G'
