Folders above buildings

Even though i play this game for quite a long time now I never cared about these folders but now I do.

My questions are
1. When do those brown folders (not boxes) appear?
2. What do they indicate?
3. How can I avoid them?
4. Even if they show that something is wrong - I don't care as my city is growing and looking pretty fine - is there a mod to block these?

Might be a dumb question I know, but any help would be appreciated

It means that the people living in the building can't find jobs, the folder known as the "no job zot".

If you do not provide employment (either commercial or industrial) the residentials with these zots will abandon or degrade after a while.

Ah alright, thanks for the quick help  :thumbsup:
It just seemed a little bit strange, since they only appear above a very few buildings (maybe 2 or 3) in my whole city.
