Help needed with a strange education problem

I have a really strange problem with education in 1 city.  My education graph is almost full, just under 200, and my education data view map shows that all of my city has a high level (green) of education.  But, when I hover my cursor over any building, even those with the high (green) level, the building info show that its level of education is low.  I have museums, libraries, schools, a college and a university.

I have made other recent changes to this city.  I have rebuilt most of it but I have been running it for about 25 years since the rebuild and am now up to 500 000 people.  I also have a -3 as a mayor rating, which I have never had before and in the data view map, my whole city, except for 2 neighbourhoods, give me a medium mayor approval rating.  The commute time is also high at 160.

I figured 25 years was long enough to let the city re-establish itself since the rebuild, but I am still having the strange education problem. Does anyone have any ideas about this problem?

So even if you clear areas and rebuild, you still get building with a low education level? Perhaps this is a glitch in the core engine?  ()what() Have you tried getting the commute time down, maybe that's somehow stopping the sims from 'getting educated'? Or does the commute time stay high no matter what you do? Have you tried disconnecting all transport links and waiting 10-15 years?

I can't think of anything else, sorry. Hopefully someone with more knowledge about this issue can help you out.
