installing problem (rush hour, windows 7)

Hi, I just decided to re-instal my copy of Sim City4 and the rush hour expension. However, I am having some trouble installing rush hour. It just won't instal.

I installed Sim City 4 fine, it works. So then I tried installing rush hour, but it doesn't even get to the installer. It asks if I want to run the auto run, on which I click yes, and then it just stops doing anything.

The game worked fine on my other PC (I got a new one now). I also tried to re-install SC4, and try to instal Rush Hour again, but that didn't work either.
I opened the folder itself, clicked on auto run, didn't work. Set-up neither.

So please help me out here.
