Ordinance - Gambling monthly income factor useless?

is there any way to make gambling ordiance profit per resident count.  I tried editing monthly income factor, but no use.  why it doesn't work?

and the monthlu income factor for junior sports ordinance is -0.005, is the effect based in  per 1 § funding of Parks or per resident?

according to the above question, can we conclude that the actual meaning of monthly income factor property differs for different ordinances?

Yes, that I can confirm. ;)
The ordinances are pretty much defined within the exe,
and thus not everything can be changed by editing the property values.
