Hard to say, you're missing quite a lot of dependencies. Have a look in the mydocs\simcity 4\LEX download folder if you can find the readme for that lot. Make sure you download all the dependencies that are listed over there

Tag One gives good advise. I can only add that a brown box is Maxis way of saying the you don't have the model. You need to download a dependency. And the readme file will tell you where or link you to it.  Another thing to do? Query the box. It should tell you what your missing.

Ex: 'JMyers_IR2_homestead_rev 1'  would tell you to look for a prop pack by jmyers2043.
