Bug with my industry or Census Repository(s)? More commuters than workers?

... or maybe I'm not understanding the data I'm 'collecting'?

I am using CAM
with
CAM_5%_R$$_Working_in_CS$
CAM_5%_R$$_Working_in_ID
CAM_5%_R$$_Working_in_IR

I've packed zCam with SimCity 1.


  Below is  a pic showing 'census' data for the 2 cities in my new region (mods.. please resize as necessary...sorry)



1.The Region Census does not agree with the City's Census...

2.Albion shows 0% Industrial , yet when queried the farms are showing 'local' workers.

3. It appears that both cities have more commuters then workforce... but that could be me misunderstanding the information presented too. ;D

as far as I know I have the latest files/fixes for the files I am using...

Could there be something obvious I am missing?

edit: I had both instances of the model file for Coego's Chamber of Commerce and Industry... my bad

Well, it does agree pretty well...
Note that the residential population is not the same as residential capacity.
Reported commercial and industrial "population" is always capacity.

Yeah, the formula for the percentage does not account for farmers...
I'll probably correct that next time I'll update the Census Repository (after CAM 2.0 has been released).
Farming is otherwise quite an odd thing, as its capacity isn't seen in the region at all.

The commuters are the total of all extrapolated growth that has occurred during the lifetime of your region.
Note that unless this extrapolation is allowed to be fulfilled elsewhere in the region, that extrapolated growth has actually been lost:
