Is there a tool for editing road,etc textures around?

I was thinking of drawing up my own set of markings, and so I was wondering if there were any tools to easily extract the textures out to work on them? I remember seeing some tools way back (i.e. 2 years or so) and I'm hoping now there's some better ones out; --plus I forgot what the old one was called. :-[ Any reccommendations I would be terribly grateful for!

(Also, if this is supposed to go into "game textures", sorry for the mis-post. Wasn't sure, since I specifically want to work on transit.)

Well, all you need is the Reader, the FSH to PNG Tool and the Batch PNG to FSH Tool.

Do the following:
- Open the Reader and find the textures you want to edit.
- Select the Zoom 5 textures and right-click with your mouse. Select "Save decoded".
- There should be FSH-files in the folder where the source file is located. Open the FSH to PNG Tool and drag the items to the "Bitmap and Alpha" of the buttons.
- Edit the textures...
- When you're done, open the Batch PNG to FSH. Add the texture PNGs you just edited and assign the right IIDs. Save it as a NEW DAT-file somewhere in your plugin-folder. Make sure it loads last.
