That's a nice lot you made.

To answer your question:  You want a program called PIMX http://sc4devotion.com/forums/index.php?board=180.0

It is somewhat complicated, but if you are familiar with the maxis tools that will help.  Everything you need to know can be found on those threads.

Basically you would open PIMX with the folder your lot is in, and then find it in PIMX.  Right clicking in the area with all of the info will give you the option to change the Filling Degree.  Changing the FD will change all of the stats in a balanced way.

Your lot looks pretty complicated though.  You will have to have SC4Tool http://sc4devotion.com/forums/index.php?board=17.0 in order to make it transit enabled.  Good luck!  You have picked a tough one to start out with.
