I can't make lot larger than 6x6, I didn't notice it before.

If I enter in lot size line number more than 6, then it return value to 6 back. I found that it only happens with growable lots

No, not directly with Maxis' LotEditor.

I'd recommend that you use SC4 PIM instead.
It contains built-in support for creating growable megalots.
