Floating Effects

So I was trying to look for this file cuz there was something I wanted to figure out. I was just trying to figure out how you adjust the elevation of the light effects or the shrubs, but more importantly, the light effects. There aren't any buttons to adjust this so I assume you need another program. I haven't been on the scene for a while now, but how do you do it?

You can do it in LE.  Ctrl- Up/Down arrow, and also Shift-Ctrl-Up/Down for faster moving.
