weird bridge glitch

can someone tell me what is wrong and how to fix it... all bridges are doing this in this city, (haven't tried anything else in this region, so I don't know if it is the whole region, or if it is just messing up in this city... here's a pic...

As far as I can tell, it's the difference in height between sides of the bridge. Most bridges, as far as I'm aware, don't tolerate significant changes in elevation, instead they prefer to level out the banks. That may be the issue.

You may also be inadvertantly selecting the "RAM" bridge (ie the "elevated bridge") instead of the proper matchup for your network type. I have done this and it looks like that.
