Cam lot counter not working

Hi my cam lot counter is not working right    when i get plenty of cam lots in my city it worked fine for a long time but now ever since i merged the sim city 1 DAT with the cam to fix the double bug  it want work no mater what i do i tried to use you do not deserve it to get it for free when i have plenty of cam lots in my city but it dose this you see the nasty 0,s it dose not count my my lots  please tell me you see that  id stage 6 somey oil inc in the photo that proves i have the cam working just fine and if my counter was working just fine it would put it under the id stage 6 in the cam counter for but no it stays 0 it makes me  & please help me thanks  PS answer fast so i can get back to my game.
:Edit never mid i fixed i found out that i had to move the bsc  estinals to the cam lot counter and it works see i think that og thing gave me some tips on how to fix it a mod may now lock this
