Trouble with HT Industry

I have a massive damage for HT industry, but Im having trouble getting it to grow.  Before installing CAM, I could plop a bunch of 4x4, 4x5, and they would grow instantly.  Now, I dont know why but HT is very reluctant to move in.  They have water, police, fire, mass transit access, and even parks for added desirability and I still have trouble growing it.  Any suggestions?

Are your sims educated enough?  If they are not smart enough, HT won't develop.  Also certain rewards can trigger HT growth as well(Army Base, Air Force base, University are three examples) I have found that trigger HT growth.

Yes.  I guess whats happening is that HT won't grow unless there's a local resiential pop.  What I mean by this is: whereas previously I could start a new city zoning ONLY for HT industry, but now there needs to be a local demand within the city, it won't grow otherwise.  (it seems)

Thats where the Ctrl X and you don't deserve it comes into play, if you want just an HT industrial city.  I have had no issues getting HT to develop in industrial only cities, just after a couple decades of play, I want to get HT to develop so I use Ctrl X and plop a University and fromt hen on, it seems only HT develops, because I have noticed for some reason, if the Res only city has a huge R$$$ population, they tend to want to only work in the Commercial city or in the civic buildings in the Res city and won't travel to the industrial until HT develops

The other issue Im having with HT industry in the CAM mod is the size of the lots that are growing.  Pre- CAM I could zone big 4x4 and 4x5 sections and they would develop no problems.  Now the biggest size Im seeing grow is 3x3.  (4x4s grow but only as HT industry bats that I have)

The CAM changes the rules of the game. I could not pre-CAM grow the Empire State Building as a stage 15 either.

Mike 3775 gives good advise. I'll add that I often plop some green grass near my proposed high tech zone to raise the desirability of the area.
