Can't export garbage even with connections

Hello,

Newbie question: I have a city A connected via road, rail, highway, pipes, and power to another city B.

City B has a waste to energy plant that is barely filled, so I want to export city A's garbage to city B.

However, the option to do so does not appear in either city's budget screens (other deals like selling power appear as expected).

Later I added a city C also connected to city B, this time I can export garbage from C to B. Even now city A still doesn't have that option.

How do I troubleshoot this?

Most likely this is because you have no "garbage problem" in city A. If you let some garbage start to pile up  in A, then you'll get offers from B (and perhaps C as well). The game only offers deals where there is A. proper connection (which you say you have) B. Have excess capacity (which you say at least B has) and C. there is a need (which is probably what you don't have) As long as city A is handling it's garbage ok, there won't likely be an offer.

I see. But I checked the stats, and city A's garbage is definitely going up quickly. Does that mean it needs to go above a certain threshold before exporting is allowed? There's a population of about 59000 in that city right now.

I've never investigated to find the details... Deals can be a bit cantankerous now and then.. how many years have you had the cities running? Experiment with it.. save a copy of the city somewhere, then let it run for awhile.. no harm really will be done anyways with garbage.. garbage problems are easily cleaned up once the "cleanup" starts.

If there is a threshold, you are well passed it.  I would also guess that this city has a bunch of money (another factor determining if a deal is open.  I think your city needs to be able to pay for 6 months of the deal).  Like SC4Boy says, these things can be a real pain to get right.  Make sure your Trash to Power plant is fully funded, and perhaps try zoning some regular garbage zones?
