Regional Counter mod not working

First let me say I absolutely LOVE this site. I've hung around on ST for about 6 months but keep coming back here for the amazing variety of content, from tutorials to custom buildings to just plain amazing ideas.

That being said, the Regional Counter mod simply isn't working. It's not causing any problems; rather, it's as if the mod doesn't exist.

I've seen a couple of other threads from posters with problems, but haven't seen any resolution, so I thought I'd post my own thread to point out that there's still some kind of issue. I've tried putting it in the root of my plugins folder, I've tried loading it last, but nothing works. I've double-checked the mod information, in case I missed a dependency or something, but from the description it appears that it should just be plug(ins)-and-play (er, haha?). So, I'm at a loss.
