Waste to energy incinerator information is wrong : need advice, please

Hi,

New to Simcity Deluxe, (and forums), but been playing SC4 for around 8 years. (not online).

I started a large city, played it for a few years, then started a medium neighbouring city and made a trash exporting deal, with the view to running my medium city off the power.

When I query the Waste to Energy incinerator, it says that the power produced is 0%, yet every building in the city is powered, with no other source of power available. Is this just a glitch or am I doing something wrong ? Would be grateful for any advice.
