These Houses won`t grow....

Hey guys,i have a slightly weird problem.Because i am building american style urban spaces,of course i need rowhouses,lots of rowhouses.That`s why i gobbled up every Plugin i could find.
At least they work and with a little help from temporary moving certain plugins out and in the Plugin Folder,i got every set grwowing in my cities....exept this one:

I can do whhat i want,these houses don`t want to grow.

What i already tried:

-Lowering taxes,
-switching between different building styles (some houses prefer one style over another even if they are flagged with both),
-i have a Maxis Blocker installed,
-waited for several stages,
removed everything out of the Pluginfolder exept this certain Plugin,
-double and tripple checked the depencies,
did a little Voodoo-Dance which only caused rain,

So,i`m out of ideas.
It seems that other buildings from this creator just grow fine.They may be rare and don`t grow in large swath,but they grow and will attract other lots from their own set t neighboring lots.

Any other ideas from you?

Looking at lots briefly two possible culprits could be 1) zoning, they grow on medium and high density only and 2) slope, they're pretty slope restricted. Other than that I can't see any other reasons atm.
