The SC4 Devotion Forums are no longer active, but remain online in an archived, read-only "museum" state.  It is not possible for regular members to post or use the private messaging system, and no technical support will be provided for any issues pertaining to the forums in their current state.  Attachments (those that still work) are accessible without login.

It means you haven't installed all the dependencies (in this case, tree packs), or that the installed dependencies were corrupted when installed, or in the last case, they aren't dat-packing tolerant.

Try checking for required and non installed dependencies, if that fails, try downloading and reinstalling them all again, and after that, exclude them from dat-packing if you use that tool.
