Have just gotten back into playing SimCity 4 and want to create a region for Sydney, Australia

Has anyone successfully created a region using an RGB image in SC4Mapper.

Have been trying to create a region for Sydney from a relief map, but it produces strange results.

Your best bet is to use a contour map and paint it in greyscale in a height map. If you can determine elevation with the RGB image you have, then that should work too. Unfortunately there's no shortcut method for creating maps, although I was under the impression that a Sydney map was already available.
