Building heights

When designing a building using the BAT I had asked someone before and can not find their answer. They told me to make the height taller than the actual dimension because the game will cause it to be rendered shorter. Can anyone tell me the formula to use, I want to say multiply the figure by .33 for some reason that number stick in my head?

yes typically the height is scaled by 133%, or 1.33. So that number got stuck for a reason indeed, though scaling it by 0.33 would actually make it smaller!  :D
