How do you use the city opinion polls in the game? I do notice the arrows are either red or green, but no explanation on what to do to make the red arrows turn green, unless I am missing something? For example safety may show a red arrow but all areas are covered by fire and police. Is there a good tutorial on the city opinion polls panel?

The best tutorial for something like this, and most game mechanics, would be the original. Prima's Official Guide to SC4 Rush Hour
