I need help with this ... I have a trail that I placed in my cities as you can see below in picture 1.  The problem comes when I save it ...  it turns into picture 2.  When I reopen the city it goes back to picture 1, but everytime I save it reverts to picture 2.  Anyone know why?

This occurs because of the transparent base textures used by the trail lots.  It will also occur when you open any data overlay in the game(underground view, crime, etc.), EXCEPT the 'zones' overlay, which coincidentally is the only way to fix it.  All you have to do is go into the zones overlay, then back out and it will be back to normal :thumbsup:.

You are witnessing a game bug known as "Water graphics bug". This bug pops up when a lot has its base texture removed ( but does have a overlay texture ). In the game every lot needs a base texture ( try saving a self-made lot in Lot Editor without one and you will see its not allowed ) or when you change zoom levels, save or go in underground mode the bug will raise its ugly head.

There are two remedies:

1. Don't use lots without base textures but with overlay textures.
2. When the bug shows, go in and out of underground mode edit: data views - Zonesand the lot might go back to its original image.

Its a Maxis bug that can not be helped in any other way then i have mentioned.

Thank you guys.  Well I have to live with it.  I purposely removed the base texture because I want the grass to match the terrain mod.  Thanks again!
