Strange colors in regions

I am running AMD64 Dual Core, 2000+, 2G RAM, 300G HD, Vista. I downloaded SC4Mapper, but when I tried to install using the .exe in the zip, it seemed to open. It did not install. But that's not my main problem!
Now all of my regions (and I have several downloaded ones) show up in SC4Mapper colors. There also seem to be height issues. When I try to lower a city in God Mode, one touch on the tool drops the land all the way down to the bottom. Opening a city and saving it does not change anything. In fact, all the cities in all my region - even old ones - show the same symptoms.
My question is: When I attempted to install Mapper, did I install some portion of the code that is now functioning? If so, where could it be so I can get rid of it? I really don't like the look of my regions now.
The Simtropolis forum sent me here; they said I would more likely to get an answer here. Sorry for the length of this post. Thanks in advance for your help.
