Is there anyone who can and will do a mod similar to the SAM that will provide a more scenic road edge, especially for those diagonal sections that has those ugly lot portions sticking out?

The main problem with those mods is that they take an incredible amount of time to make them, so the chance is relatively low. As for the ugly diagonals, try T Wrecks' diagonal filler lots (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1197). There are a few that have trees on them, so they just might do the trick.
