That is the Garisenda Tower, one of the two famous Towers of Bologna.
I'm pretty sure they are available on the STEX, but since the search is down it's more than difficult to locate them at the moment.

I actually googled for Bologna and site:www.simtropolis.com,
which was a lot faster than the search function of STEX has ever been. ::)
