why i cannot replace any building?

You need to expand your question.... What are you trying to do?

Replace a Maxis Lot?
Change a buildign model on a given lot?

I still am not sure waht you are wanting to do, so here are a few things that may help.  You may know some of the stuff if you are familiar with LE.  So just bare with me.

When you are editing a lot in LE there are a bunch of tabs in the lower left side under the preview of the lot.  These tabs control separate parts of the lot.  For example one is called Base Texture, which you can change all the base textures for the lot.

1. The one you want to change the model is the Building Tab.  There will be a grey box highlighted in the lot overview on the right. 
2. Underneath the preview in the lower left it will say Change Building (I think - Im at work and dont have access to LE right now).  Click it an a list will appear. 
3. Scroll down the list until you find the one you are looking for.  Unfortunately, there is no preview to see which building is, so you must know the name of the exemplar.  If you dont know the name you can find it using iLives Reader in the Building Exemplar, under property Exemplar Name. 
4. When you have selected your building you must now place it on your lot somewhere to do this use the right hand side of the screen and click it where you want it.
5. When you open a lot in LE (Maxis or anyone else) you can save changes to the lot using Save or Save As...
Save will overwrite the original file.
Save As will write a new file.

and to add to Jplumbley, you can't hit the 'save' button on a maxis lot, you need to 'save as' to make a new lot

see... there is no option to change/replace building in building tab.... why other people have that option?

You can change only buildings from the same type/group (ie, parks with parks, landmarks with landmarks, and so on) . It seems there is no other building from this group.

mmmm.... sory jeronij..... i have tried some lots that i wanna replace the building, in the picture above, it's a random example (that also dont show the replace builing option)....... but in my LE, it never show up the replace building option..... ( i also have reinstalled this LE several times, because i think there was an error...... but still negative)

hmm.... jeronij.... i've noticed sumthin...... in fact..... the reason why there is no replace building option because i was used later LE (1.0.1.0)..... and now i've installed the newer version than before (1.0.12.0) and i find the option that i'm looking for......
