What, exactly, do you want to plop?! A lot, a puzzle piece, something from the mayor menu?

I'm not rely sure is there a program to make them . i just want to tinker around (say a sea plane)

Yeah and I'm still not too sure what you mean.  :D

Anyhow, check out the SC4PIM (+userguide) and Ilive's Reader, both excellent tools for tinkering. :)
