Ok, there are about 2 billion ways to do this, I'll show you most of one that i do. first of all, open sc4(Easy enough) wait 3 hrs for game to load(j/k) open a city in the region. It doesn't matter...really.once your old and feeble like me, and it finally loads then you should see your coastline.

now open the errain leveler in in the mayor mode

now press "G" to bring up the grid ,think you can handle it....You BET! and be sure to hold it down or this tutorial is useless.
