A tool I don't remember the name of!

Like the title says, I seen this tool type thing awhile back and I'm trying to find it again.  I can't remember what it's called but it basically allowed you to control what could grow in one region and what couldn't.  For instance, I could use the tool to only let buildings from Pegs awsome Mountain Development Pack grow in only select regions but not grow in other regions.  Anyone have any idea where to find this tool at?  Or if it even exists?  I might have dreamt it, in which case, would a MOD mind putting this in the request folder for me?
