Building pox?

I've run across very odd looking abnormality. It seems to follow general description of the Prop Pox, but in stead affect building "unit" of the lot.
Here is an illustration of what I'm talking about:



this is a Mattb325 Post Office with the building missing.

here is what the lot suppose to look like (plopped with LotPlop)



The lot in question had grown. there are several of them in this city. Same problem affect all.
Plopping the lot with the help of LotPlop command from the Cheat menu result in properly looking LOT with the building present.
