Having problems with marcszar's BATs

EDIT: Problem has been fixed. I managed to make the buildings grow provided that sufficient demand is met and medium-wealth buildings don't grow.

I downloaded NYC Housing Projects Set 2 and I have not been able to make the stage 6, 7 and 8 lots to grow. I don't have CAM and I have removed the stage 9 and 10 blocks as they require CAM to grow. Also, my city is around 100,000 in population and is already filled with skyscrapers. What should I do to make the BATs grow?
