Unfinished Bridge Landmark

Hi there

Are there any creative makers out there who likes a challenge?
I would like to make a special request. Oh and if this post is not supposed to be here, please feel free to move it into whichever thread it belongs in ^^

I have a city in which I want a sort of a half-completed suspension bridge. And i want it to extend over water..

The story goes:
My city planned to build an expensive suspension-bridge over a great lake (the body of water that borders the eastern edge of my map; needless to say this "lake" is very big ^^) but it became too costly and now the project has been abandoned.
But when the residents found out about the plans to demolish the bridge, they organized a mass-protest which resulted in this unfinished structure becoming a cultural landmark.

The bridge would look something like; a raised freeway section connecting onto a suspension bridge with one fully completed suspension-tower extending over water.
Seeing as this bridge wouldn't go anywhere there would be no need for it to be transit enabled or anything..

For a visual reference, think the ruin of that bridge in the movie "I, Robot" ^^

Now, I don't even know if this is possible at all..
And I neither have the skills nor the patience to create such a structure ^^ so I was wondering if there is someone exceptionally skilled out there who would be kind enough to make my wish come true?
