~e5d141.tmp runs with Simcity 4

I have never noticed this running before( I can see it the task manager), when i had Vista or 7. I looked it up on Google and it says it is made by macromedia, what does that have to do with Simcity. It has a suspicious name and it's description is worryingly called "Cleanup".

It is stored in the Jonathan/AppData/Local/Temp folder and if I change the security on it so no files can be created in it, when i try to start SC4 it just shows an error message saying it "failed to create the file ~e5d141.tmp".

So does anyone have any information about this file, or any idea how to get rid of it.

IIRC this is how the protection ( ie anti-piracy ) runs SC4.exe
