MBEAR Mediterranean Farms problem

I'm having issues with using this mod. I only ever seem to get the Stage 1 versions to actually grow. I never see the larger Stage 2 or 3 (ie 4x3 or 6x4 size main houses) versions appear.

Does anyone have any possible ideas for why I'm able to grow the stage 1 versions but not the higher stage versions? I love the look of these and would really like to get this one working.

I've got the following:
1) a cleaned out plugin folder with only the basic CAM files, MBEAR residential, and MBEAR mediterranean farms and fields installed
2) the Prevent_I_r_lots.dat is installed
3) Building style is set to European only

I've tried testing this on both new and existing (Berlin) regions and get similar issues with only stage 1 versions growing.
